 And this is my growing lights. Yes it is a plastic shelf with 2 cheap fluro lights strapped to the undersides wrapped in auto shades and I use old pallet half's to get the seedlings closer to the lights.  the key to making this work is keeping the lights within 2 inches of the tops of the plants. the fan is dual purpose  it "toughens up" the seedlings gets them used to being blown on so they do not collapse outside and provides air flow to help fight damp off and fungus growth
